Rules & Regulations

1.0 INTERPRETATION

1.1 In these rules,

“Complete event” means a game, proposition or series which has been declared as having a final result in accordance with the rules and regulations of that sport;

“Corporation” means the Atlantic Lottery Corporation;

“cut-off time” means the latest time the Corporation will accept wagers on each particular event on each PRO•LINE List and may be subject to change without notice;

“daily reduction factor” means the calculated value that determines the reduction factor of the net prize liability of individual winning tickets found during the winner selection process that may be calculated once the first $2.0 million in net prize liability for any one PRO•LINE List has been exceeded. The daily reduction factor has, as its numerator, the daily limit for that day, and, as its denominator, the daily net prize liability;

“extra play” means additional innings or periods, extra holes, shootouts or overtime of games, as applicable;

“event” means a sporting event (or a portion thereof, as determined by the Corporation) between two (2) or more teams or individuals or, as determined by the Corporation, a competition or match up between two (2) or more individuals, or defined groups of individuals, participating in one or more sporting events and which is an individually numbered proposition offered by the Corporation for wagering on the PRO•LINE List;

“instructions” means the most recent information made available to players on how to play PRO•LINE;

“lottery game” means in these Rules a participatory game of chance in which a player makes predictions on the outcome of games;

“main reduction factor” means the calculated value that determines the reduction factor of the net prize liability of individual winning tickets found during the winner selection process once $2.0 million in net prize liability for any one PRO•LINE List has been incurred. The main reduction factor has, as its numerator, the difference between $2.0 million and the net prize liability, defined as $2.5 million, for that PRO•LINE List as at the end of the previous day, and as its denominator, that day's daily net prize liability before any reduction;

“net prize liability” means, for a PRO•LINE List, the cumulative total of all prizes payable by the Corporation on all winning tickets on that PRO•LINE List for all events on that list completed to the end of a particular day, less wagers made on such winning tickets;

“odds” means the anticipated likelihood of a result occurring and the anticipated wagering distribution on that result, as determined and published by the Corporation in accordance with these Rules, expressed in numeric form as a ratio to one (1);

“player” means a person who requests a ticket to be issued and pays the appropriate price therefore;

“postponed event” means an event that is not considered as played by the governing body of the applicable league and commences from the beginning at a later time,

“PRO•LINE List” means the complete weekly schedule of events and the odds associated with those events as recorded in the Corporation's central computer system and made available by the Corporation for wagering by players;

“results” means the final results of events as defined by these Rules and published by the Corporation;

“retailer” means a person authorized by the Corporation to sell or issue PRO•LINE tickets from a lottery terminal to the public;

“selection” means a player's choices from the PRO•LINE List with respect to the number of events to be played, the outcomes predicted for the identified events, and the wager placed on that set of outcomes;

“suspended event” means an event that is stopped and is continued from the point of suspended play at a later time. The original event must have started for there to be a suspension of play. In the case that a suspended event is re-played from the beginning, the event will be treated as a postponed event and the odds for all outcomes will be set to be 1.00,

“wager” means the amount of money a player wishes to stake on his selection;

“winning ticket” means a valid ticket that bears a selection that exactly matches the results as determined in accordance with these Rules and as published by the Corporation, for all events selected.

“series” and “series play” means wagering on the outcome of a consecutive number of events between two or more teams or individuals where the winner is defined as the first team (individual) to win the majority of the pre-designated number of games and which is an individually numbered event offered by the Corporation for wagering on the PRO•LINE list.

“props”, “proposition wagering” or “proposition play” means wagering on a question, situation or proposition offered by the Corporation between two (2) or more situations, teams, players or defined groups of players participating in one or more sporting events and which is an individually numbered event offered by the Corporation for wagering on the PRO•LINE list.

“Outcome” means a players betting option. Ex. 2 outcome events only have a home and a visitor as betting options to choose from. 3 outcome events have a home, tie and visitor as betting options to choose from.

1.2 In these Rules words in the singular shall include the plural; and words in the masculine gender shall include the feminine.

2.0 GENERAL

2.1 These Rules and the Rules and Regulations of the Atlantic Lottery Corporation, with the necessary modifications, apply to the PRO•LINE lottery game conducted by the Corporation in participating Atlantic Provinces. In the event of any discrepancy or inconsistency between these Rules and the Rules and Regulations of the Atlantic Lottery Corporation and the conditions and explanations appearing on a ticket or such other conditions as are established by the Corporation, these Rules shall prevail.

2.2 The Corporation may amend these Rules at any time and in any manner.

2.3 The Corporation, in its sole discretion, may at all times refuse to issue tickets bearing any selection or may limit the aggregate wager or prize payout on any event, combination of events, or ticket, or combination thereof.

2.4 The Corporation, in its sole discretion, may delay publishing the determination of results of any event.

2.5 PRO•LINE is not associated with, sponsored or authorized by any professional sports league or association, member teams, players or other affiliates in any way.

2.6 The Corporation, in its sole discretion, can change odds for any event(s). The odds posted to the player(s) at purchase will be the official odds for that wager except where noted in the following game participation section in regards to cancellations, past posting and implementation of the daily reduction factor.

2.7 The Corporation, in its sole discretion, will cancel an event entered in error, with odds values for all possible outcomes set to be 1.00, for the following cases:

a) an event where the teams/players are not correctly entered as the visiting and home teams/players;

b) an event where the teams/players are not correctly entered as competing against each other in an event scheduled by the governing body of the applicable league for same date.

3.0 GAME PARTICIPATION

3.1 Persons under the age of 19 shall not participate in this lottery game.

3.2 In the event of any discrepancy between published game information and odds, and the official game information and odds available from the Corporation, the latter shall prevail.

3.3 A player shall, in the manner provided in the instructions, indicate on the selection slip his selection and present the completed selection slip to a retailer and pay to the retailer the selected wager (from $2 to $25) prior to the cut-off time of the earliest event selected.

If playing PRO•LINE using a PlaySphere account, a player shall, in the manner provided in the instructions, indicate his selection and submit the selection through PlaySphere prior to the cut-off time of the earliest event selected.

3.4 Players must select between a minimum of two (2) events and a maximum of six (6) events. No more than four (4) ties per selection slip may be selected.

3.5 When a player selects a game of baseball, a Visitor Win means the visiting team must win by two (2) or more runs; a Tie is a game decided by one (1) run or less; and a Home Win means that the home team must win by two (2) or more runs. All outcomes include extra play.

3.6 When a player selects a game of hockey, a Visitor Win means that the visiting team must win by one (1) or more goals; a Tie is a game which ends with each team having the same number of goals; and a Home Win means that the home team must win by one (1) or more. All outcomes include over time but do not include the shootout. Ties do not apply to playoffs.

3.7 When a player selects a match in golf, a Visitor Win means the visiting player must win by two (2) or more strokes; a Tie is a match decided by one (1) stroke or the same number of strokes; and a Home Win means that the home player must win by two (2) or more strokes. Scoring for golf is based on the results of the applicable day's round, not the total tournament score. If one participant withdraws prior to completing the round, the opposing participant, if he completes the round, is credited with a win by two (2) strokes. If one participant is disqualified at any point ( including for not teeing off at their designated time ), the opposing participant, if he completes the round, is credited with a win by two (2) strokes. Extra play is not applicable in golf.

3.8 When a player selects a game of football, a Visitor Win means that the visiting team must win by four (4) or more points; a Tie is a game which is decided by three (3) points or less; and a Home Win means that the home team must win by four (4) or more points. All outcomes include extra play.

3.9 When a player selects a game of basketball, a Visitor Win means that the visiting team must win by six (6) or more points; a Tie is a game which is decided by five (5) points or less; and a Home Win means that the home team must win by six (6) or more points. All outcomes include extra play.

3.10 Auto-racing is based on team competition. The team is identified by a driver of the team. The driver indicated on the PRO•LINE List must start the race; a driver may be replaced with another driver from the same team. When a player selects an auto-racing event, a Tie will not apply. If the official association for the race involving the two (2) teams declares a tie between the two (2) teams involved in the event selected by a player, the Corporation will consider the event as incomplete and both the Visitor and Home odds will be set to 1.00 The winner, whether Visitor or Home, is determined by the Corporation in accordance with the following, in the following order or priority:
(a) The team in the game with the higher finishing position in the race will win the event (with one (1) being the highest finishing position);
(b) If only one team in the event is credited with a finishing position, that team shall be declared the winner of the event;
(c) If neither team in the event is credited with a finishing position, the team with more completed laps than the other team shall be declared the winner of the event.

Final Results include penalties or disqualifications incurred after the race by any driver, if incurred in respect of that race and if verified by the Corporation by 11:00 p.m. Atlantic Time (or such later time as the Corporation may determine in its sole discretion) on the day after the affected team completed (or was deemed by the Corporation to have completed) that race or on the day the official results become available to the Corporation. The timing of results entry is determined by the official website of the league so the timing of this availability determines the results entry.

3.11 When a player selects any other type of event offered on a PRO•LINE List and not referred to in section 3.5 to 3.10 above, a Visitor Win means that the visiting team or player must win by one (1) or more scores; a Tie is an event which ends with each team or player having the same score; and, a Home Win means that the home team or player must win by one (1) or more scores, all including extra play. Shootouts are not included.

3.12 When the continuation of a suspended game is part of a doubleheader, the PRO•LINE game offered for wagering on that date will be the regularly scheduled game, which will follow the completion of the suspended game.

3.13 Any event that has actually commenced or has been completed prior to the issuance of a ticket which included a wager on that event may, with respect to such ticket, have an odds value of 1.00 assigned to each of the Visitor Win, Tie (if applicable) and Home Win outcomes for that event. If all selections on a ticket are assigned an odds value of 1.00 for each of the Visitor Win, Tie (if applicable) and Home Win outcomes, the ticket holder(s) will be entitled to a refund of the amount wagered.

3.14 After marking the selection slip, the player shall deliver the selection slip and pay the wager to a retailer who shall, in such manner as the Corporation may determine from time to time, communicate to the Corporation the player's selection. Upon receipt of the information, the Corporation shall deliver to the retailer and the retailer shall deliver to the player a ticket which shall: (a) constitute a receipt for payment; (b) record the player's predicted outcomes of the events selected; (c) provide a unique control number for that ticket; (d) indicate the wager; (e) record the dates of the events selected; (f) provide the associated odds for each such event; (g) indicate the potential prize payout; (h) show the PRO•LINE List number, and, (i) any other pertinent information as determined by the Corporation from time to time.

3.15 For the purpose of awarding prizes, final results of the events are as determined by the Corporation, including extra play (excluding golf), as verified by the Corporation.

Any event, other than an Auto Racing or a Golf event, which is postponed, resulting in that event being considered incomplete in accordance with the rules and regulations governing that sport shall have an odds value of 1.00 assigned to each of the Home Win, Tie Win (if applicable) and Visitor Win outcomes for that event.

If an event, other than an Auto Racing or Golf event, is considered suspended by the rules and regulations governing that sport, the resulting event must be completed within 48 hours of the original cut off time of the event. If the event is not completed within 48 hours of the original cut off time, the event will be considered postponed by the Corporation and the odds value of 1.00 assigned to each of the Home Win, Tie Win (if applicable) and Visitor Win outcomes for that event.

For any Auto Racing or Golf event, if the race or the round of golf is suspended or postponed, the resulting event(s) must be completed within 48 hours of the original cut off time of the event.

A match of golf will be considered incomplete, and shall have an odds value of 1.00 assigned to each of the Visitor win, Tie and Home win results for that match, if one or both participants in the match do not start the round or if neither participant in the match completes the round and is considered a withdrawal, except where rule 3.7 applies.

If a driver offered on the PRO•LINE List withdraws or is forced to quit a race before the start of said race, the Corporation will treat the match with that driver as incomplete and both the Visitor and Home odds will be set to be 1.00, unless a replacement driver continues for the original driver.

In the event of conflicting, misprinted, or erroneous event results, the results, as determined by the Corporation, shall be final and binding upon all players.

3.16 The net prize liability on any PRO•LINE List will be limited to a maximum of $2.5 million. For any PRO•LINE List if, at the end of a particular day on that List on which events are scheduled, the net prize liability would first exceed $2.0 million, then that day's daily net prize liability may be reduced by multiplying it by the main reduction factor at the corporation's discretion. If the corporation chooses to apply the reduction factor, each prize payable on a winning ticket where the final event on that ticket is completed on that day may then be reduced by the main reduction factor as follows: (a) the wager on that ticket will be subtracted from the prize which would otherwise be payable; (b) the remaining amount will be multiplied by the main reduction factor; (c) the wager will be added back; and (d) that total amount shall represent the prize payable on that ticket. The Corporation shall not be liable to pay any amount greater than that total amount. However, if the day on which the net prize liability would first exceed $2.0 million is the final day on that List and the lottery chooses to apply the reduction factor, then the foregoing will be modified for that day as follows: (a) if the net prize liability would be $2.5 million or less, then there will be no reduction; and (b) if the net prize liability exceeds $2.5 million, then the numerator of the main reduction factor will be equal to the difference between $2.5 million and the net prize liability for that PRO•LINE List as at the end of the previous day.

3.17 (a) Where paragraph 3.16 applies, for the remaining days on that PRO•LINE List on which events are scheduled, the net prize liability attributable the remainder of the List period may be limited to a maximum of $500,000. The daily net prize liability of each such day (the daily limit) may be limited to $500,000 divided by the number of days remaining at the time the net prize liability for that PRO•LINE List would, without paragraph 3.16, first have exceeded $2.0 million, plus any unused daily limits from all previous remaining days on the List.

The unused daily limit for any such remaining day is calculated by deducting from that day's daily limit its daily net prize liability where the daily limit is the higher of the two. Any such unused daily limit may be used to increase the daily limit of the following day(s).

(b) Where a day's daily net prize liability would, based on paragraph (a), exceed that day's daily limit, then that daily net prize liability may be reduced to equal such daily limit by multiplying it by the daily reduction factor. Each prize payable on a winning ticket where the final event on that ticket is completed on such remaining day may be reduced by that day's daily reduction factor in the same manner as set out in paragraph 3.16 for reductions by the main reduction factor.

4.0 PROPOSITION PLAY

4.1 a) For proposition wagering, the Corporation will assign, either, a Visitor Win or a Home Win on two outcome events(if 3 outcomes refer to 4.1 b) that correspond to each of the possible outcomes to the question, situation or proposition offered on the PRO•LINE list. The player selects his predicted outcome to the question, situation or proposition offered by the Corporation by selecting either a Visitor Win or a Home Win, depending on which corresponds to the outcome desired by the player.

4.1 b) For proposition wagering, the Corporation will assign, either, a Visitor Win, a Tie Win or a Home Win on three outcome events that correspond to each of the possible outcomes to the question, situation or proposition offered on the PRO•LINE list. The player selects his predicted outcome to the question, situation or proposition offered by the Corporation by selecting either a Visitor Win, Tie Win or a Home Win, depending on which corresponds to the outcome desired by the player.

ALC will determine the results for each proposition play offered based upon the criteria established by the Corporation for each such proposition and the official results or information from the official body of the game(s) to which the proposition wager is related to.

The winner of the proposition event will be determined by the player or team that meets the criteria of the question, situation or proposition offered by ALC on the PRO•LINE list.

4.2 There are no ties in two outcome proposition play. If the results of a question posed by the lottery are a tie, the contest will be defined as a non-contest and the odds will be reverted to 1.00.

4.3 All results entered by Atlantic Lottery Corporation are final. In the case where the official body of the league concerned changes the results of the proposition after results have been entered by the corporation, the original entered results (as defined by the corporation) must and will stand.

4.4 All rules applying to incomplete events for PRO•LINE, also, apply to PRO•LINE proposition play. For example, if a Baseball game is defined as incomplete by ALC, then, all proposition play relating to that incomplete event are, also, considered incomplete and the odds will be reverted to 1.00 for the Visitor and Home Win.

4.5 Both teams/players offered in a proposition play must compete against each other in an event scheduled by the governing body of the applicable league for same date.

4.6 For Baseball Total Bases, each player must complete, at least, one plate appearance, according to the official league website, or the event will be treated as incomplete and the odds reverted to 1.00.

A completed plate appearance is defined as a batter who completes his plate appearance with an out or reaches, at least, first base safely.

4.7 For Baseball Strikeouts, each player must pitch, at least, one complete plate appearance, as defined in 4.6, according to the official league website, or the event will be treated as incomplete and the odds reverted to 1.00.

4.8 For Hockey Scorers and Basketball Most Points, each player must play at least one second in the game, according to the official league website, or the event will be treated as incomplete and the odds reverted to 1.00.

4.9 a) For American Football Player Props (Most Rushing Yards, Most Passing Yards, Most Receiving Yards and Most Receptions), if a player listed in the match up is on the inactive list on the date the corresponding game is played, according to the official league website, the event will be treated as incomplete and the odds reverted to 1.00.

4.9 b) For Canadian Football Player Props (Most Rushing Yards, Most Passing Yards, Most Receiving Yards and Most Receptions), if a player listed in the match up is not on their teams depth chart on the date the corresponding game is played, according to the official league website, the event will be treated as incomplete and the odds reverted to 1.00.

4.10 For Props based on the results of a complete regular season of play, results will only be entered at the completion of the sports regular season.

4.11 For the Total Home Runs prop, results are based on the entire Home Run Derby event.

4.12 For Soccer Player props, each player offered must play at least one second of the game or tournament.

5.0 SERIES PLAY

5.1 For Series Play, the corporation will assign either a Visitor Win or a Home Win to correspond to the possible outcomes to the series play offered on the PRO•LINE list. The player selects the team or player he predicts will win the majority of the pre-designated games for that series play by selecting either the Visitor Win or the Home Win, depending on which corresponds to the outcome predicted by the player. ALC will determine the results of each series play offered by the Corporation based on the results of the official body of the games to which the series play relates.

5.2 For series play, the winner is defined by the team or player that wins the majority of the pre-designated games offered. For example for a seven game baseball series, the team that wins at least four of the seven games offered is declared the winner. In the case of a rainout or any form of suspension of a game in that series, a team must still win four games.

A result for any series event offered will be the result as determined by the official league of the event offered. Delays in games and the rules that apply to those games as stated above in rule 3.15 are not applicable to series play events.

5.3 Rule 3.14, concerning PRO•LINE and Baseball doubleheaders, does not apply to series play, in that, doubleheaders will be used to define the winner of a Series Play event.

5.4 In the event that a series is cancelled by the governing body of the league related to that series, the event will be considered incomplete and the odds reverted to be 1.00.

6.0 PRIZES

6.1 The Corporation shall determine from time to time a prize structure for PRO•LINE in such manner, as it deems fit and, once determined, such prize structure shall form part of these Rules, subject to paragraphs 3.16 and 3.17.

6.2 The potential prize for a ticket is calculated by multiplying the odds for each of the correct outcomes together and, then, multiplying this product by the wager amount.

7.0 CLAIMS FOR PAYMENT OF PRIZES

7.1 Where a winning selection includes an event, which is not completed before 2:30 a.m. (in Atlantic Standard Time or Atlantic Daylight Savings Time), prizes will not be available for payment until 24 hours following the determination of results for such event.

7.2 All winning tickets must be claimed within two (2) years from the date of purchase.

7.3 All winning tickets with a value of $250 or more should be taken to any Bank of Nova Scotia in the Atlantic region or any Atlantic Lottery Corporation office for redemption. Please refer to our website www.alc.ca for details.
